This project defines the architecture of housing as the social organisation of space and built form. Community formation is born out of the necessity to manage environment and infrastructure. The community is dis-aggregated into loosely structured housing associations of 96 families each, who take charge of open spaces, services, collection and disposal. This would normally have been done by paying user charges. Landscape and underground service networks are formatted on separate grids, allowing community intervention in design. 80% of the site is under community control, leaving the administration to look after only city level resources such as external roads, gardens and parks. The shopping centre becomes a civic space.
